There’s a trail for the bullet on both sides of the hat + an exit hole. Most likely explanation is her boots are longer than her feet, so it missed her toes and/or she curled her toes up to leave space in the tip of her boot.

Some thoughts: What are those bullets that she is keeping them in a special tin? Why did she make a point of removing the goggles from the hat? Could she use the goggles to guide the bullets to their targets?
Those are probably the remaining bullets she filled with caustic potash (aka lye) back in Baron’s Crossing 1 – 4. We got to see their effects on a pig (Baron’s Crossing 20) and the aftermath of the one bullet that hit Hunter in Wayward 1 – 3.
Agreeing with the folks saying the bullets are the caustic potash from earlier. Looks like she has rice in the tin with them to minimize the chance of moisture.
She is crazy, using her foot in place of a rod. Do her shoe is bulletproof? Oh yes, she have a bullet for each of the enemies actually in scene.
