Whoah, that’s a wrinkle. I had assumed the new guy was most likely this world’s version of the Pinkerton’s merged with a supernatural Men in Black and working for the government. The guy’s speech suggests that maybe a non-state actor sat down at the poker table and intends to make it a high stakes game.

“Persons of Interest” has long been a Term of Art in Legal / Law Enforcement Circles. It suggests they all have knowledge of, or implication in, some, as yet, unspecified, Illegal Activity. It also contains More than a Hint that they are potential Material Witnesses. THAT is quite a Loaded Statement, and there is NO Way it ISN’T a Threat!
Now we’re getting down to the point where Lawrence the muleskinner’s remark becomes germane. Half the people in town have grudges against JHH, and half have grudges against Vane. There aren’t that many who have grudges against both of them. Professor Crawford, Veronique Dauterive, Inspector DeFoix, and who else? Maybe Stone Hears Nothing, if she gets there, and that’s it.
